Should it be labelled as Foundation-level Requirements instead?
The term "requirement" is not explained or defined. This is like a testable criterion, right? Should this be clarified in the Introduction / Glossary?
(WCAG 2.X clearly explained the terms principle, guideline and SC up top).

From the content it appeared to me that foundational requirements are really a guide for testing: testing methodology / checklist or testing flowchart that will help an evaluator or tester to not overlook any of the normative WCAG 3.0 requirements. But actually they are the foundation-level requirements I gathered.
So it may be better to list the foundation-level requirements and then have a section that expands to show the checklist or flowchart to aid testers.
And follow a similar structure for the higher conformance levels.
