[template] Use dated link for patent policy in charter template?

In current charter template, patent policy is written as dated in text at section 9. Patent Policy, but link points to non-dated one. Although new process document will be made effective over all groups immediately after operational, switching patent policy requires charter AC review due to e.g. IPR application.

So, we may be better to replace with dated link for links to Patent Policy document in section 6. Participation (non-dated link, and text without dated), section 9. Patent Policy (non-dated link with dated text). Also for section 10. Patent Disclosures (for IG)?
