Add Requests Proxy server to Helm chart

Problem statement

Requests proxy server is responsible for making requests(currently to the service bus) on behalf of training pods. This needs to be deployed along with the jobs manager

Acceptance criteria

• Requests Proxy server job, and the pod is created
• Any updated images pushed should automatically update the pod.

No service bus connection strings are available in the training pods
Requests are made from a proxy server

Priority (best guess — refiner can change)
