release-on-github-on-tag-push.yml is deprecated. Use _build-release-github-no-pypi.yml

@sbillinge, could we reopen this issue? Since the previous PR didn't solve the problem. I will submit a new PR using the build-release-github-no-pypi-no-docs.yml instead.
