Correct the logic for non pure python build check in _build_wheel_release_upload.yml, merge to main and v0.

@Tieqiong is this closed by #167? Just wanted to confirm or there is a different logic that needs to be implemented.

no, #167 was a hotfix. the flow checked if the repo had pdffit2 in the name and if it did it routes it for a c-build. We were trying to merge diffpy.srreal so @Tieqiong simply added "OR srreal" to the check.

This issue is to revisit this and see if we can reuse something like a variable like contains_c_code to do this check, and have the cookiecutter set that up when the repo is created.
