perform static checks in ci

Ideally there would be an integration test that would deploy an instance during PR review, but prior to that we should integrate static checks like [yaml](https://github.com/ibiqlik/action-yamllint)/[kube](https://github.com/stackrox/kube-linter-action) linter, secrets scanning, [datree](https://github.com/datreeio/action-datree), [trivy](https://github.com/aquasecurity/trivy-action), etc.
