replace default Windows emoji dialog?

Would it be technically possible to replace the ugly Windows 11 emoji dialog with something completely custom? Or that you could at least restore the old Windows 10 version, without the GIF crap. The standard dialog isn't just ugly, but also really dumb to use. Something similar to the standard dialog from macOS would somehow be better and more practical.

And something I also miss sometimes is being able to search in multiple languages. So basically system language plus English on top of that.
