Rectangular Boolean Button - Document Description and Voicing Patterns

In membrane transport (phetsims/membrane-transport#414 and phetsims/membrane-transport#404) we optimized the Add/Remove Ligands button, which is a toggle button with a dynamic name for both Interactive Description and Voicing.

For Interactive Description we added a slight delay to ensure we consistently heard the context responses. Without the delay the new name response would often override the context response.

For Voicing, we re-ordered the responses so that the context response comes before the name response, and this sounds much more intuitive.

These changes allowed us to use the same description strings across both features; Interactive Description and Voicing.

This issue is a reminder to create design documentation about this pattern.

Rectangular Boolean Toggle Button is used in the Accordion Box interaction.

In phetsims/membrane-transport#438 we determined that having the voicing context response first also works fine fine in this context.

We listened to Voicing using Alt Input and Mouse in Membrane Transport, Ratio and Proportion, Quadrilateral, and Trig Tour. The Core Voicing in Trig Tour does not have Voicing Context Responses, so it was unaffected. The accordion boxes in the other 3 sims sounded great with the order reversed.

Ensure that the Voicing documentation mentions Accordion Box as well.

@terracoda should update AccordionBox.md - https://github.com/phetsims/sun/blob/main/doc/AccordionBox.md - to include Voicing and that voicing context responses are reversed for this button.
