Where do Validators announcing they are open to testing a certain AI task

The simplest answer may be a simple centralized web server and database run by us but this opens up the system for criticisim that the centralized web server could censor a validators registration.

The simplest fully decentralized solution may be to have a blockchain smartcontract for registration. Most people will understand the permissionless nature of a blockchain but it may result in fewer registrations due to those that oppose the use of blockchains or simply don't want to deal with the complexity of gas fees.

A hybrid approach may be to announce the validator on a transient but fee free decentralized channel such as the mainline bittorrent DHT (example did DHT or pkarr ) , or a WAKU gossip channel plus an optional dentralized index of the history of these announcments run by us.
