[chore] Accounts area quality sweep: light theme + English i18n layout testing

The accounts area has only ever been verified in dark mode with zh-TW. Shipping quality requires a full sweep across those two missing dimensions.

Scope

1. Full light theme pass (B-11): switch the entire accounts area (sidebar, war room, people rail, review dialog, briefing dialog) to light mode and go through it page by page, checking contrast, chip backgrounds, borders, and hover states.
2. Real English i18n testing (B-12): the keys are all there, but the layout has never actually been tested. English strings run longer, so check for truncation, buttons overflowing, and chips wrapping.

Method

• In a browser preview, load extreme data (40+ claims, companies and people with long names) and go through all four combinations of the two themes × the two languages
• Fix whatever turns up in the same PR
