Audit remaining opentdf/otdfctl PRs for migration into platform

Context

opentdf/otdfctl has a backlog of open PRs, but the repo is now archived/read-only as part of the move into opentdf/platform.

I attempted to close the dependency/tooling-only PRs directly, but GitHub blocks writes on archived repos (Repository was archived so is read-only).

This issue tracks the remaining non-bump PRs that should be reviewed to decide whether the underlying change needs to be migrated into opentdf/platform.
