- contain all the appropriate sections
- icao properties match the key of the entry within the collection
- contain at least two fixes for all possible exitPoint/runway combinations (this relates to spawnPatterns and being able to determine an initial heading for a spawning aircraft)
- instructions are valid
- restrictions are valid
- all fixes in procedure are defined
