[GH Request] Add anthropic key for integration testing in openedx-ai-extensions

Problem/Request

In order to run integration tests in the openedx/openedx-ai-extensions repo we need a secret ANTHROPIC_API_KEY to be present and to contain a valid anthropic key. If possible it should be limited to a 50 usd/month to prevent any form of abuse (accidental or intentional) while allowing for a sufficient testing.

Reasoning

This is part of the FC to advance the ai extensions framework by adding integration tests. The full intent and implementation plan is written in the accompanying ADR (https://github.com/openedx/openedx-ai-extensions/pull/227/changes).

I'm currently negotiating that edunext will cover the OpenAI tokens and I'm looking for a volunteer org to cover the Gemini tokens.

@sarina I created this ticket to track the registration of the key. For the immediate work I'm using an anthropic key from edunext to make sure we develop the test suite and make sure it works. We are not blocked by this, but I figured it was better to open the ticket early.

A secret on ai-extensions is what we have in mind. The name of the key should be ANTHROPIC_API_KEY
