Add icons and descriptions about what goes into the release notes

See https://github.com/open-ephys/bonsai-onix1/releases/tag/v0.4.0 for reference; for easy visualization of what is changing in each release, we have adopted some simple icons/categories to group PRs together.

Add these icons to the README, along with a description of which items should go into it, for easy reference.
