I think this target is gone since @rmcgibbo's work with Sphinx. At least that's what the failing build logs suggest...

This really needs to just be moved into Travis. Jenkins is also still failing to upload much of the time.

That would be good, except you can't test out the CUDA and OpenCL platforms then...

Not needed. If we have openmm-dev package building/pushing be another entry in the travis build matrix, where the push only occurs in commits to the main repo (not in PRs), it will only get pushed to anaconda cloud when working PRs are accepted into the main repo.
