Move ARCE to besties

Summary

We want to migrate arce to more modern infrastructure to better support the application.

Acceptance Criteria

• ARCE is on besties and has been removed from r2-pals

Notes

Things that need to happen for a production deploy to r2-besties first:

• backup/restore sql db dump: Backup and Restore DB #69
• backup/restore PersistentVolumeClaim: production-arce-rails-env-shared: backup/restore PersistentVolumeClaim #68
• update github actions: Update GitHub Actions for BLT/Deploy #71
• update deployment files/update env variables in github/test deploy to r2-besties cluster: : Update deploy values file & test deploy #72
• run solr index job on the new arce instance in the new cluster: Run import on Arce #73
• point dns to r2-besties loadbalancer: need to figure this out and make a ticket.
