Add `nix` commands to `$PATH` in dev shells

This would map the nix-static executable from Nixie into Nix commands in $PATH, when inside a nix-shell or nix develop shell. This allows for a seamless use of the nix command as expected by utilities, and opens the possibility of running the wrapper script "inside itself".
