Create `taskbar_volume.ahk` for controlling the volume by scrolling over the taskbar

• Scroll up/down = volume up/down
• Middle click = toggle mute

Not sure if this would be useful, so I should create it to see if it is.

Inspired by a Stack Overflow question that has an implemention for AHK v1.
