Does "retrain" mean starting training from scratch, or does it refer to further enhancing an already trained model?

I think that:

• The model can reset its data to fix errors at the initial stage and then it can retrain.

• But if it has special functions, it can update its data retrain based new data.

I think that both variations can appear.
