Review "Developing NMDC Software" page content for accuracy

The Developing NMDC Software page was created in April, 2025 (source code) (commit history).

I am creating this ticket in an attempt to facilitate coordinating the ongoing maintenance of the content of that page.

In a comment below, I will create a Markdown table showing (in one column) the top-level sections of the website and (in another column) the team member(s) responsible for keeping that section of the website up to date. At this point, those team members have not been identified yet. I think having this table will facilitate that identification process.
