Implement webhook server

Description

In the Gardener scenario, this must run in the shoot namespace and a ValidatingWebhookConfiguration + MutatingWebhookConfiguration needs to be registered through the GEPM. One for validating all the requests the other one for setting defaults.

Tasks:

• Enforce that for every rule specified either to or toFQDNs and port is specified to prevent accidentally open to wide
• default to any for empty fields is not working anymore #151
