[Bug]: Migration to v4 failed

Describe the bug

I select the db.json file and this error is displayed:

Error invoking remote method 'db:migrate': SqliteError: UNIQUE constraint failed: tags.name

To reproduce

1. Go to Settings > Storage
2. Click on Migrate > From massCode v3 and select the db.json
3. See error Error invoking remote method 'db:migrate': SqliteError: UNIQUE constraint failed: tags.name

deleting the db file didn't work for me.
removing tagsIds values from json also didn't work.
