Dynamo scanning does not proxy to real AWS

I have the following code that does a simple read that works just fine:

using(AmazonDynamoDBClient client = new AmazonDynamoDBClient(Amazon.RegionEndpoint.USEast1))
{
    var response = await client.GetItemAsync("AppSettings", new Dictionary<string, Amazon.DynamoDBv2.Model.AttributeValue>
    {
        { "Key", new Amazon.DynamoDBv2.Model.AttributeValue("MySetting") }
    });
}

However the following code that does a scan on the same table gives me an error

using (AmazonDynamoDBClient client = new AmazonDynamoDBClient(Amazon.RegionEndpoint.USEast1))
{
    var response = await client.ScanAsync("AppSettings", new List<string>
    { "Key", "Value" }).ForAwait();
    return Ok(response.Items);
}

Error:

Cannot do operations on a non-existent table
