v0.10.13 - Latency Pong increased to 2000ms

Describe the bug
After updating to v0.10.13, the Latency Pong increased significantly from ~5-9ms on v0.10.9 to the 2000ms.
Both HA and charger are in the same LAN network.

To Reproduce
Steps to reproduce the behavior:

1. Update OCPP to v0.10.13
2. Delete the old charger
3. Restart HA and once HS resumed add the central and charger again.
4. HA will detect the charger but it will take quite long time to complete the OCPP measurance.
5. Restart the charger.
6. Charger will be connected and you cam check the latency PONG is increasing significantly. If you turn on the debug, you will see the module encountered websocket connection dropping issue

Expected behavior
OCPP connection should be stable and no websocket connection dropping

Additionally, the remote start charge is not working and the connector status is not updated to preparing when it connected to the car.

Can you turn on debugging in the integration, remove the central system and charge points and then add it all back.
Then turn off debugging and upload the debug log here, someone might be able to tell what the problem is then.
