Support authentication for data config in tracks

In previous versions of the webapp (ex: 2.2.6) this PR enabled gcp authentication for loading data from a csv in a private bucket to the track menu.
In the latest release (2.4.2) of the webapp such authentication does not work. Is it possible to support it again?

Sorry for the delay. Its not obvious why it should not be working as the "igvxhr" object is now used for reading the menu configurations, you no longer need to explicitly set it.

I have no way to test this as we don't have a GCS account to put private files in. If you can provide more details maybe something will be obvious.

In this link I've set up the latest webapp version.
In the tracks menu there are two relevant options:

1. DEBUG - contains a custom data modal with a csv in a public bucket that works properly.
2. Senseera Samples - uses a private bucket csv and does not work. Note that when clicking the option it does not prompt google authentication. This is in contrast to the same menu option in webapp version 2.2.6 found here which does prompt authentication. In addition, loading tracks from private GCS buckets does prompt authentication and works well.
