i ma using symofny 4
and try to download database with bin/console geoip2:update
but getting There are no commands defined in the "geoip2" namespace.

Do you have a GpsLabGeoIP2Bundle installed?

Maybe you are not using Symfony Flex, which automatically registers the bundle and configs.
