What's needed?
We had to add a dummy workflow to satisfy the DCO check requirement in the merge queue, as the DCO app didn't run on the merge queue, but this was recently fixed (see dcoapp/app#199).
Proposed solution
Remove the dummy DCO workflow. Update exporte GitHub ruleset to require the DCO run by the DCO app (we accepted any DCO check before because of the dummy workflow, but now we can require this check to come from the DCO app).
