first install take too long

Dear all, as the community is growing and eprintsug/ulcc-core is getting recognised as a great installation, I think the gitaar is victim of its success. When I replicate (again) yesterday the repository and launched the submodule init, it took more then 25 min to finish up the work.
But I use 2 out of 20 modules!
This reming me the issue with npm search, and it can only get worst if we do not find a better solution.

You only need to "update" the submodules you actually use...

git submodule init

git submodule update lib/epm/X

git submodule update lib/epm/Y

Done.

Then I propose to change the README lines:

git submodule init
git submodule update

because this launch the update of everything
