VERIFIED NO ISSN are not out of scope for REF2021 validation #5
Description
For outputs D or E that have VERIFIED NO ISSN, these should be reported as REF OA status = BLANK (as for A / B / C / etc., NOT 'OutOfScope' according to REF2021 validation.
