Update the METplus conda recipe to deprecate and remove the `plot_mode_field` dependencies

Describe the Task

Issue dtcenter/MET#3322 deprecated and remove the plot_mode_field utility, primarily to reduce the number of external dependencies for MET. After this change the Cairo, Freetype, Pixman, and Ghostscript Fonts packages are no longer required.

This issue is to update the METplus conda recipe in internal/scripts/conda accordingly to remove any dependencies that are no longer required. Remember to test locally to confirm that the build works well. Note that @georgemccabe will eventually need to port these changes over to the Conda GitHub repository in order form them to take full effect.
