Description

Add utoipa annotations to all handlers. Generate OpenAPI 3.0 spec. Serve at /openapi.json.

Acceptance Criteria

• AC-010: OpenAPI spec generated and served at /openapi.json
  • Verification: curl /openapi.json returns valid OpenAPI 3.0 document
