Autopilot error loop explosion case, 100% CPU

Accidentally got this one:

• Customer had a Pi 4 w/ Navigator on 1.4.4-beta.11
• Swapped the SD card to another Pi 4 without a Navigator
• Autopilot service was all broken, no SITL available, using 100% CPU, throwing errors in a loop.
• Once we got the SD card back to the Pi with the Navigator, the system recovered.
