Backfill missed RTC awards now that award transfers are succeeding

Summary

The RTC award workflow now appears to be successfully transferring RTC for new merged PRs, but the earlier merged PRs that failed during the outage window still need owner-side backfill.

This is not a request for another workflow/code PR. The transfer path now appears healthy for new awards; this issue is only to track manual/rerun backfill for missed awards.

Evidence that new awards are now succeeding

These merged PRs failed during the earlier RTC award outage and still appear unpaid:

Latest balance check for that wallet still returns 0 RTC, so I do not see the earlier awards credited yet.

Please rerun or manually backfill the missed awards above now that the RTC transfer path appears to be working for new PRs.

• Current public wallet check still shows 40.0 RTC, so I am treating fix: bound boot chime capture duration cleanly #5661 as uncredited/manual-recovery pending.

This is separate from the newer PRs whose award transfers are currently visible as pending. I am only flagging #5661 here because it matches the missed-award/backfill class.
