Fix access to online documentation (Trac #323)

Sphinx built docs were being pushed to UTK for display by web pages. With move of web pages to git and the CNAME changes those are no longer accessible. Either we need to move them and make them accessible or start pushing to git.

Docs are now pushed to git pages as www.sasview.org/sasview. Webpages also on git now point there and SasView code will point there when needed.
