[Issue][MIOpen] Tensor descriptor validation and device applicability errors in MIOpen tests

Summary:
CI is failing for PR ROCm/TheRock#4174, due to repeated tensor descriptor validation errors in rocm-libraries/projects/miopen/src/tensor.cpp and a device applicability issue in unit_conv_solver.cpp

• Device applicability:

/rocm-libraries/projects/miopen/test/gtest/unit_conv_solver.cpp:910: Failure
gfx1103(6, 32) is not applicable for ConvWinoFuryRxS<2-3> but marked as supported
