[Library Upgrade] numpy and scipy

Expected Behavior

Upgrades numpy to version >=2.4

• The fundamental package for scientific computing with Python

Upgrades scipy to version >=1.16.3 (current is 1.17)

• SciPy (pronounced “Sigh Pie”) is a Python-based ecosystem of open-source software for mathematics, science, and engineering.

Actual Behavior

numpy 1.26.4
scipy 1.13.1

For this request I understand upgrading to numpy >=2 may be harder as it breaks compatibility. But is there any ongoing plan to migrate to this in the near future?

If not, I still would appreciate an upgrade of scipy on its own. scipy v1.16.3 also runs on numpy 1.26.4 and does not require numpy 2.
