Please provide a clear description of problem this feature solves

When state machine is stuck and manual intervention is required, it seems a very generic message "Manual intervention required. Cannot make progress. Machine has not responded after {h} hours." is used.

Feature Description

It would be great to include what's expected by the state machine and potentially the current system's state, so that it's clear why the state machine can't make progress. This also helps user to understand what's need to be fixed by their manual mitigation.
