Overestimation of direct evaporation in RUC LSM

Description

The evapotranspiration in RRFS_dev is overestimated in sparsely vegetation areas.

Solution

Increase soil resistance to evaporation. It can be done by increasing a factor in the formulation of soil resistance from 0.7 to 1.
