[Bug]: Productivity Anomaly workflow is not pulling all years of available data for Black Sea Bass

Bug description
The productivity_anomaly output has Black Sea Bass data only going back to ~2010 when the data should go back several decades earlier. It is unclear if this is an issue with the R/productivity_anomlay.R script or the underlying data pulls survey_bio.rds and survey_bio_epu.rds
