Update codee formatter to require a space after .not.

For consistency with the LogicalBinary (both), I request that we change the Codee configuration for LogicalNot from:

LogicalNot: NoTrailing

to:

LogicalNot: Both

example code that I find questionable:

@gold2718 I am going to work on this after you finished your open PR #727, because I don't want to change too many files under your feet and create merge conflicts. Do you have an estimate of when you might be able to finalize #727 (no rush, just want to plan out my work).

I spent a bunch of time trying to get capgen to write code that Codee will accept.
I'll try to look at it a bit more tomorrow or this weekend but I'm not sure how much time I can dedicate to hacking whitespace generation (especially since I can't get new glasses until I have my post-surgery checkup in a few weeks).

Is that required? In order to pass the codee checks for this PR, the two suggestions I made should be sufficient? Maybe I am missing something.
