Update capgen testing

## Description
A few suggested testing updates/changes:
1. update .pylintrc file to run against any updated python files, then add linting to the github workflow
2. Drop Travis-CI file (.travis.yml) and move those tests to the github actions workflow
3. Possibly add a python formatter
