Provide a tooltip when we detect someone trying to upload a lot of docs at once using the UI

The UI isn't the best way to upload 500 documents at a time. We should detect the count of uploads trying to kick off, cap it at some limit (50 at a time?) and provide a tooltip to the user to use the batch upload script
