Get bigger quota on meteor build machines...

As expected, after having re-triggered all failed publish operations pending since last 7/7 because of a problem with the bot user, we got over quota on the official build machine :(

Here is a log reporting the error: Error from build farm: Sorry, you are over your time limit. Wait a while and try again. [over-quota]

Standing at Build Machines' current limits, our fresh new publishbot user won't get another chance to catch up with the pending work before next week...

@debergalis, is there anything you can do here?
...you once said that it should be enough to ask ;-)

I'd say 10 hours a week could be a good limit right now.
But after this huge list of pending publish operations will be over, I'd say we could go back to normal limits!

Ok tnx, but if it's not something straightforward please don't waste time on this!

So far the 60 mins limit was fine and I might try to use another machine just to get this exceptional cue consumed...
