[FEAT]: full system workflow evaluations and function-level unit tests

Description

With the extensive use and prep with copilot over this repository now, it would be wise to have the codebase reconfigured to include for each function unit tests. including also, a full suite of workflow tests (evaluating feasible deployment scenarios).

Presently the only maintained CI aspect we have is for a build test, so if copilot was to refactor systems we dont hae validation on maintaining functionalities without manual oversight.

We have https://github.com/LCAS/topological_navigation/tree/humble-dev/topological_navigation/tests but all outdated.

We have determined yesterday that this repo is really due for some proper overhaul. The LLM work is just to prepare for that. My intention is to put it on a more solid foundation (e.g. use something like networkx to represent the graph) while keeping the ROS API largely compatible.
