Investigate JS compatibility

The goal of the spike is to to provide a working fetch to be used in JS Modules

Outcomes

• Full-featured fetch, released as an open-source library
• Provide a list of all JS objects in the standard library that we want to support (e.g. URLSearchParams)
• Implementation tickets to extend the library created above
