Image extraction lacks support for non-archived files

Unlike RdmpDicom, HicPlugin assumes all images are in either .zip or .tar files, which no longer applies to the retinal imaging feed

• Should support both archive (file.zip!image.jpeg) and direct paths (file.jpeg)
