Broken link on FAQ - 429 Too Many Requests page

There is a broken link for more information have a look at the _Overpass API documentation_. Granted.. we know where it goes, but thought you might want to know. Also.. could use a bit more detail on the why? Seems like there is a throttle in the overpy servers itself for public usage?
