Merge contributing into restored projects page

contributing.md should be merged into the projects page.

The projects page is now at https://docs.simplicity-lang.org/resources/projects and this is linked in the menu structure instead of /contributing, but we could potentially use a little language from the contributing page encouraging people to interact with the projects.
