When a region is levied/conscripted, it takes anywhere between 27.5%-43% of the population (depending on the state/region's policy). However, these levied/conscripted units often serve for more than a season. After more than a season, assuming that the food present in the region is sufficient the region will have grown by the time they return, sometimes to the max. This results in the levied/conscripted units simply disappearing when disbanded and make the effects of levying/conscripting less severe.
Example
Assume that Knightfell is a region with 20 population. 9 of its population is levied, reducing the population to 11. Knightfell grows at a rate of 5 pops/season. After returning to war 2 seasons later, Knightfell's population has yet again reached 20 and the levies are simply disbanded.
